The governor spring wants to open the throttle and the governor tries to close the throttle. Attach the other end to into the governor arm on the engine's side. In this case, it will need to be removed and replaced.
In this picture, I highlight where the govenor link goes and where the governor spring connects. Next, insert the angled end of your new governor linkage into the top hole in the carburetor. The red link is the control link and it connects to a metal bell crank highlighted in yellow. Insert the screw into the air filter housing cover and tighten with a flat-head screwdriver.
